Heat Pump Rebates for Surrey Homeowners

BC has one of the most generous rebate environments in Canada – but the rules changed in 2025 and are widely misunderstood, so it’s worth being clear about what’s actually available.

Standard rebate (open to all homeowners). Through the CleanBC Better Homes and Home Renovation Rebate program, delivered by BC Hydro and FortisBC, homeowners switching from electric-resistance heating (baseboards or an electric furnace) to a qualifying heat pump can receive up to $4,000. Bundling other upgrades – insulation, windows, an electrical service upgrade – can add a further multi-upgrade bonus.

Income-qualified rebate (up to $16,000). The CleanBC Energy Savings Program is a separate, income-tested stream with much larger rebates – up to $16,000 for qualifying households, and the only current path to a major rebate when switching from gas, oil or propane. It requires pre-registration and eligibility confirmation before installation.

FortisBC offers & financing. FortisBC electricity customers can access their own heat pump rebates, plus a low-interest heat pump financing option for homes converting from electric heat.

Municipal top-ups. Several Metro Vancouver municipalities add their own rebates on top of the provincial and utility programs.
